The Manager of Treatment manages the activities of the Treatment Department and is responsible for water and wastewater treatment optimization to ensure that all finished drinking water and wastewater effluent is treated sufficiently to comply with local, state, and federal guidelines and regulations. The position will interface with Aqua PA management and staff in the Departments of water production, water distribution, wastewater treatment and collection, laboratory, water quality, compliance, and engineering. Provides technical guidance and advice on drinking water and wastewater quality issues, including future regulations, that may affect utility operations.

DUTIES AND RESPONSIBILITIES:

  • Manage special projects and pilot studies for water and wastewater treatment, which includes provision of technical support services for the organization. Development of specifications for standard operating procedures, raw materials, testing/analysis, and treatment supplies.
  • Obtains, reviews, analyzes and interprets water quality data and prepares reports and recommendations based on findings; identifies, recommends, and ensures implementation of practices required to determine and/or improve water quality delivered to customers.
  • Directly responsible for the optimal utilization of resources within the department, along with the development and implementation of effective operating methods and procedures. Ensure all essential records are prepared and maintained, and applicable state and local reporting requirements are satisfied for water and wastewater compliance.
  • Researches and reviews current and developing federal, state, and local water quality laws, regulations, and programs to determine potential impact on potable and wastewater systems.
  • Assists with the preparation of capital and operating budgets and function as a key internal control for one or more of the company's financial reporting process.
  • Manage the hiring, training and development, and performance management process for personnel.
  • Provides training of personnel involved in water/wastewater treatment activities as well as technical guidance to operations units on water quality issues.
  • Responsible for of all chemicals for area of responsibility in addition to working with Purchasing Department for purchasing chemicals on a national level.
  • Performs other assignments as required.
  • Responds to after-hour emergencies and meetings as needed.

EDUCATION, QUALIFICATIONS and EXPERIENCE:

BA/BS Degree required. Preferred fields of study include Environmental Science, Chemistry, Biology, Geology, Public Health or equivalent; Master's degree preferred.

5 - 7 years of related experience preferred.

Specialized Knowledge, Skills and Abilities

  • Ability to monitor and recommend treatment strategies
  • Ability to manage a team to solve complex problems
  • Knowledge of a variety of water and wastewater treatment technologies
  • Knowledge of state and federal water and wastewater rules and regulations
  • Skilled in water and wastewater sampling and basic analytical procedures
  • A demonstrated ability to foster relationships, communication skills, and technical engagement to implement strategic improvements in utility operations.

Professional Certification and Licenses

  • Must possess (or obtain via reciprocity) and maintain a valid Class A and Class E Water Treatment Plant Operators License with all applicable subclasses or be able to obtain a license within a reasonable amount of time.

General Job Requirements

  • Valid PA Driver's license
  • Proficient in MS Office - Excel, Word, Powerpoint
  • Learn and use Company standard software as it applies to this position
  • Public Speaking to internal and external persons and groups
  • Develop and maintain working relationships with Aqua Departments
  • Administer the performance evaluation program for personnel as well as establishing and implementing training programs for staff to ensure continued competency in assigned roles.

Work Schedule, Travel, and Working Environment

  • In addition to standard business work hours, Monday through Friday, you will periodically need to respond to / attend after hour emergencies and/or meetings.
  • Travel to Aqua PA systems is expected to include overnight trips. Travel time may be up to 20% of the year.
  • Working environment includes office, operating treatment facilities, indoor and outdoor, and year round weather conditions.
